Revises eligibility criteria to allow teachers with nontraditional five-year alternate route licenses to participate in the William F. Winter and Jack Reed, Sr., Teacher Loan Repayment Program.

Permits eligible initial recipients to retain eligibility for up to two additional awards (three total) if they continue to meet program requirements, subject to fund availability.

Authorizes the State Financial Aid Board to develop rules limiting application acceptance and the number of awards to ensure program expenses do not exceed available funding in each fiscal year.

Extends loan repayment eligibility to include both undergraduate and graduate educational loans.

Changes tracking period from five years to four years after receiving initial award for program efficacy evaluation purposes.
