Authorizes the Department of Human Services to enter into leases with county boards of supervisors for local office space to maximize availability of federal funds, with fair market value established by consultation between the department and each county.

Requires the Department of Human Services to pay the federal share of rent to counties under lease agreements.

Makes counties responsible for all maintenance and repairs of local offices to keep them in adequate and habitable condition, as federal funds cannot be used for real property improvements.

Allows the Executive Director of Human Services to appoint a nonresident county director of human services when no suitable county resident is available for the position, until a qualified county resident can be found.

Effective date: July 1, 2024.
