Amends Mississippi Code Section 41-7-191 to revise provisions for a forty-bed psychiatric residential treatment facility with a Certificate of Need in DeSoto County operated by a hospital currently providing Medicaid-certified acute psychiatric beds for adolescents.

Removes restrictions that previously limited Medicaid participation to only fifteen beds and eliminated the requirement for the facility to prioritize out-of-state patients.

Establishes that there shall be no prohibition or restrictions on Medicaid program participation for the DeSoto County facility that would not apply to any other psychiatric residential treatment facility.

Changes the facility's Medicaid participation rules to match those applicable to all other psychiatric residential treatment facilities in the state, providing equal access to Medicaid reimbursement.
