Deletes the requirement for prior written approval from the Chief of Capitol Police or Commissioner of Public Safety for events on streets or sidewalks adjacent to state-owned buildings that may block ingress or egress.

Amends Section 45-1-19 to authorize the Department of Public Safety to enforce all City of Jackson ordinances (not just traffic or disturbance-related ordinances) within the Capitol Complex Improvement District.

Creates the Capitol Complex Improvement District (CCID) inferior court with jurisdiction over criminal and traffic matters occurring within district boundaries, effective January 1, 2024.

Authorizes the Chief Justice to appoint two full-time CCID inferior court judges and one part-time judge, with compensation provided by the Administrative Office of Courts at rates no less than county court judges.

Repeals the CCID inferior court provisions on July 1, 2027.
