Reduces the threshold for first-degree shoplifting charges from $1,000 to $250 in merchandise value.

Increases maximum prison sentence for third or subsequent shoplifting convictions from 3 years to 5 years when merchandise value is $100 or more.

Changes felony shoplifting charges for merchandise exceeding $250 to impose fines up to $10,000 and imprisonment up to 10 years, instead of using grand larceny penalties.

Authorizes courts to order restitution equal to twice the value of shoplifted property in addition to other penalties.

Extends the time period for aggregating shoplifted merchandise from multiple locations from 30 days to 2 years for determining offense severity.

Takes effect July 1, 2024.
