Reduces punishment for simple possession of 30 grams or less of marijuana from criminal penalties to a civil penalty of up to $100, with funds deposited to the municipality or county general fund.

Maintains criminal penalties for possession of 10 grams or less of synthetic cannabinoids with fines of $100-$250, enforceable by summons.

Eliminates jail time for second convictions of 30 grams or less of marijuana or 10 grams or less of synthetic cannabinoids, replacing county jail confinement with mandatory drug education program participation.

Preserves criminal penalties for larger quantities of both marijuana and synthetic cannabinoids, with imprisonment ranges increasing based on weight thresholds.

Effective July 1, 2024.
