Defines "grocery store" as a physical establishment with an inventory of human-consumable items located in a wet county, municipality, judicial district or area.

Authorizes the Department of Revenue to issue "grocery store wine-only retailer's permits" allowing the sale of wine only in original sealed and unopened packages not for on-premises consumption, effective July 1, 2025.

Prohibits grocery store wine permits from being issued within 500 feet of an existing package retailer's permit holder prior to July 1, 2025.

Increases the limit on package retailer's permits a person may own from one to six permits.

Modifies package retailer's permit requirements to allow sale of other products and merchandise (except beer) provided at least 50% of licensed premises revenue derives from alcoholic beverage sales, and establishes a $900 annual license tax for grocery store wine-only retailer permits.
