Establishes election of school board members in the Newton Municipal School District (where Interstate Highway 20 and Mississippi Highway 15 intersect) beginning with the November 2024 election.

Requires the municipal governing authority to apportion the school district into five special trustee election districts within 45 days after July 1, 2024, based on population, incumbency, and other court-recognized factors.

All five board of trustees members shall be elected for four-year terms, with candidates required to file intent to run by 5:00 p.m. on September 1, 2024.

Board members elected in November 2024 take office on the first Monday of January 2025 and serve until the first Monday in January 2028; subsequent elections occur every four years thereafter.

Vacancies occurring on or after January 1, 2028 shall be filled by appointment by the remaining board members within 60 days, with appointees serving from the same trustee election district until the next general election.
