Allows superintendents to consent to intra-district school transfers for children whose parents request it, subject to school board ratification and recorded in board minutes.

Permits any student attending school in Mississippi to transfer to any school offering their grade level in any school district, subject to available capacity and the process outlined in Section 37-15-31.

Requires districts receiving transfer petitions to acknowledge receipt in writing, notify the sending district, and determine capacity using publicly verifiable data; approval is automatic if capacity exists.

Establishes a random lottery system if more students request transfer than available capacity exists; parents are responsible for transportation unless the district voluntarily provides it.

Takes effect July 1, 2024.
