Establishes temporary medical licenses up to 14 days for non-permanent practitioners and up to one year for residents/fellows in approved training programs, with extensions only by executive committee approval.

Authorizes the board to issue cease and desist orders and seek injunctive relief against unlicensed practitioners, with civil penalties of $1,000 to $25,000 per offense.

Expands disciplinary actions available to the board to include probation and punitive fines up to $25,000 per offense (cumulative cap of $100,000), and requires a hearing within 30 days if the board determines a physician's practice poses immediate danger.

Adds three public board members not related to the healthcare industry and requires the Mississippi Physician Health Program to provide annual performance statistics to the board.
