Creates Section 37-99-3 requiring public institutions of higher learning, community colleges, and junior colleges to provide free transcripts to eligible children upon request, where eligible children include those under 21 years old who were in legal custody of the Mississippi Department of Child Protection Services, placed in qualified residential child care agencies, or adopted from the department's custody.

Creates Section 55-3-87 granting free admission to all state parks for eligible foster parents and their household members, eligible child agency staff with placed children, and children in their care upon presentation of appropriate department-issued license or certificate.

Establishes Section 3 granting free admission to all publicly funded museums in Mississippi for the same eligible individuals (foster parents, household members, child agency staff, and placed children) upon showing appropriate department-issued license or certificate.

Takes effect July 1, 2024.
