Expands the definition of a competent juror to include any citizen at least 21 years old who possesses a current and valid Mississippi driver's license and has filed state income taxes for at least one of the two previous tax years.

Removes the previous requirement that jurors be qualified electors or resident freeholders of the county for more than one year.

Maintains existing disqualifications including inability to read and write, conviction of infamous crimes or unlawful liquor sales within five years, and being a common gambler or habitual drunkard.

Requires the jury commission in each county to compile a master list in April consisting of citizens with valid Mississippi driver's licenses who have filed state income taxes for at least one of the two previous tax years.

Takes effect July 1, 2024.
