Amends Section 43-21-261 of Mississippi Code to allow legislative committees or individual legislators to inspect youth court and child protection records upon prior written consent of the child's parent, guardian, or custodian.

Establishes a standardized written release form that must include the requestor's name, address, contact information, date of birth, SSN, explanation of the issue, and signature to authorize record disclosure.

Specifies that disclosed records include reports, investigations, trial transcripts, and recordings held by the youth court or Department of Child Protection Services.

Requires that legislators receiving disclosed records keep them confidential and use them only for legislative purposes, with the form including a statement affirming no violation of federal, state, or local law is intended.

Takes effect July 1, 2024.
