Prohibits state agencies and political subdivisions from entering into contracts with companies valued at $40,000 or more unless the company provides written verification it does not discriminate against firearm or knife entities and trade associations.

Amends Section 45-9-51 to prohibit counties and municipalities from adopting ordinances or entering contracts that restrict possession, carrying, transportation, sale, transfer, or ownership of firearms, ammunition, or knives.

Creates civil cause of action allowing citizens to sue state agencies for declaratory and injunctive relief if agencies adopt policies violating firearm and knife rights; violating officials may be liable for up to $1,000 plus attorney's fees.

Extends similar protections and lawsuit provisions to county and municipal level violations, requiring notification to the Attorney General before litigation and providing 30 days to cure violations.

Exempts state law enforcement agencies from these restrictions when regulating firearms and knives issued to or used by officers in official duties; effective July 1, 2024.
