Authorizes the Mississippi Department of Public Safety to purchase the former Rayner Eye Clinic property located at 1308 Belk Boulevard in Oxford, consisting of 1.095 acres.

Limits purchase price to the current fair market value as determined by the average of two appraisals from certified and licensed appraisers, with at least one selected by the Department of Public Safety.

Authorizes the Department of Public Safety to negotiate all closing costs related to the property acquisition.

Permits the Department of Public Safety to correct any discrepancies in the legal property descriptions.

Requires the acquired property and improvements to be used exclusively for state office space and parking purposes.
