Authorizes qualified, registered voters to vote in person up to 10 days before an election, including the Saturday and Sunday immediately before election day.

Applies to primary elections, general elections, special elections to fill vacancies in statewide, legislative, county, municipal, or school district offices, and runoff elections.

Requires the Secretary of State to designate and publish early voting locations at least 30 days before an election, with at least one location per county for statewide office elections.

Mandates early voting locations remain open at least 8 hours daily, with hours of 7 a.m. to 7 p.m. on at least 5 of the early voting days.

Requires early voting ballots to be tabulated at the same time as absentee ballots and establishes daily procedures for updating polling records to maintain election integrity.
