Extends the repeal date of Mississippi Code sections 77-1-1 through 77-1-49 (which create the Public Service Commission and prescribe its powers and duties) from December 31, 2024 to December 31, 2028.

Clarifies that the repeal in Section 77-1-51 applies to the entire Public Service Commission chapter.

Removes the July 1, 2024 repeal date previously applicable to Section 77-1-55, which governs the Commission's authority to monitor interstate utility rates and seek relief in federal forums.

Maintains existing provisions allowing the Public Service Commission and Public Utilities Staff to contract with attorneys and consultants, with costs capped at $1,500,000 per agency per utility per 12-month period, recoverable through rate riders.

Takes effect June 30, 2024.
