Revises the salary schedule for Mississippi Highway Patrol officers and Mississippi Bureau of Narcotics sworn law enforcement officers, effective July 1, 2024.

Establishes new salary ranges based on rank and years of experience, with entry-level troopers earning $54,000 and colonels earning up to $131,750.

Includes salary schedules for Highway Patrol ranks (Trooper through Colonel) and Bureau of Narcotics ranks (LE-Agent I through Colonel), with increases at specified experience thresholds.

Authorizes the Commissioner of Public Safety to set salaries equitably for sworn officers in the Commercial Transportation Enforcement Division, Mississippi Bureau of Investigation, and Capitol Police using the established pay scale.

Repeals Section 45-3-7, Mississippi Code of 1972, which established the "David R. Huggins Act."
