Requires state agencies and the Mississippi Capitol Region Utility Authority to email copies of proposed rule notices to all state legislators within one business day of filing with the Secretary of State, at no charge.

Maintains existing requirement that agencies file notice of proposed rule adoption at least 25 days before adopting a rule with the Secretary of State for publication in the administrative bulletin.

Notice of proposed rule adoption must include the rule's purpose, legal authority, affected existing rules, proposed rule text, and procedures for public comment and requesting oral proceedings.

Clarifies that inadvertent failure to send notice to individual persons does not invalidate a rule, including the new legislative notification requirement.

Takes effect July 1, 2024.
