Extends the repeal date of Section 25-3-31(2) from July 1, 2024 to July 1, 2028, which allows elected state and district officers to employ professional staff exempt from salary limitations when market conditions warrant such exemptions.

Maintains current annual salaries for elected state officers including Governor at $160,000, Attorney General at $150,000, Secretary of State at $120,000, and others as specified.

Brings forward Section 25-3-39 establishing that no executive branch employee shall earn more than 125% of the Governor's salary without approval exemptions for higher education staff, physicians, and certain other professionals.

Allows the Governor to set salaries for the Executive Director of the Mississippi Development Authority, Commissioner of Child Protection Services, and Chief of Staff, with the development authority director's salary potentially exceeding the 125% cap if supplemented by private funds.

Effective date is June 30, 2024.
