Extends the moratorium on application of trip optimizer system requirements for state agency travel from June 30, 2024 through June 30, 2028.

Trip optimizer system requires state agencies to use a cost-comparison tool for travel exceeding 100 miles per day (except for dedicated state vehicles) and limits reimbursement to the lowest cost option determined by the system.

Moratorium exempts state agencies from trip optimizer requirements during the extended period, allowing continued flexible travel reimbursement practices.

Trip optimizer calculations must account for distance to pick up rental or state fleet vehicles and include long-term rate discounts from state purchasing contracts.

Statewide elected officials and Public Service Commission members remain exempt from trip optimizer requirements.
