Amends Section 79-11-504 of Mississippi Code to authorize the Secretary of State to promulgate regulations ensuring annual filing or reporting requirements on 501(c)(3) nonprofit charitable organizations are no more stringent than those applicable to other state agencies.

Establishes the purpose of minimizing burdens on the charitable sector in Mississippi and creating a grantmaking environment centered on effectiveness.

Excludes state grant compliance, state contract compliance, fraud investigation, and law enforcement actions against nonprofit organizations from the requirements of this provision.

Takes effect July 1, 2024.
