Enacts the Federal Funding Transparency Act, requiring state agencies, departments, and institutions to submit annual reports with the fiscal year 2026 budget request and each year thereafter detailing all revenue sources and amounts collected.

Report must include for each tax, fine, or fee: amount assessed and collected, authorizing code sections, assessment methodology, collection methods, expenditure purposes, transfers to general fund or other entities, fund balances, and lists of nonprofit corporations receiving subgrants or contracts.

Report must include detailed information on federal funding sources at the most specific level (office or division), state funding sources by special fund, and a comprehensive summary of Maintenance of Effort agreements, Memoranda of Understanding, consent decrees, and contracts with federal agencies including terms, obligations, matching requirements, and staffing impacts.

Reports must be posted on the Legislature's website in an easily accessible manner to the general public.

Agency heads or directors who fail to annually provide the required report face civil liability of $100 per violation per day plus attorney's fees and costs in circuit court; sovereign immunity is not an affirmative defense.
