Authorizes the Mississippi Development Authority to establish the West Central Mississippi Incubator Grant Program in partnership with the Department of Finance and Administration's Office of Surplus Property, county boards of supervisors, and economic development entities in six counties.

Establishes one incubator facility in each of Humphreys, Madison, Sharkey, Sunflower, Washington, and Yazoo counties to support entrepreneurship and new business development.

Provides incubator services including shared office space, utilities, equipment, reduced rents, technical assistance, building security, janitorial services, and management support to help new businesses and micro-enterprises.

Grants the Mississippi Development Authority administrative oversight authority to contract for incubator operations and accept funding from public and private sources.

Takes effect July 1, 2024.
