Brings forward Sections 57-1-781 and 57-1-783 of the Mississippi Code, establishing the Forestry Facility Grant Program to provide grants for forestry facility projects that expand Mississippi's forestry products industry.

Authorizes the Mississippi Development Authority to award grants up to 75% of total infrastructure project costs to eligible applicants including municipalities, counties, existing forestry facilities, and regional economic development entities.

Requires eligible projects to have a minimum $10,000,000 investment, utilize at least 50 acres under public control, demonstrate a 1.5-to-1 growth-to-drain tree ratio, and use funds solely for utility, infrastructure, and transportation development (not facility construction).

Establishes a Forestry Facility Grant Program Fund with an initial $10,000,000 appropriation; unexpended funds do not lapse to the general fund but remain available; MDA limited to 2% of awarded funds for administrative expenses.

Takes effect July 1, 2024, with a committee consisting of the MDA Executive Director, Chief of Economic Development, MDA Forest Products expert, and appointees from the Governor's and Lieutenant Governor's offices reviewing and approving grant recipients annually by December 1.
