Reconstitutes the Early Intervention Task Force (originally created in 2023) to advise the state agency coordinating Part C of IDEA on implementing a new service delivery model for early intervention services.

Establishes task force membership of 19 core members including legislative committee chairs, medical professionals, university faculty, service providers, and family advocacy representatives.

Requires the task force to review billing and reimbursement processes for early intervention services and recommend a more efficient compensation system to the Legislature by January 1, 2025.

Directs evaluation of alternative service delivery models, including hub or hybrid models with university participation, and their impact on provider training and service delivery to eligible populations.

Dissolves the task force upon presentation of its final report and recommendations, due to the Legislature by December 1, 2024, with repealer language for the state agency's reporting requirement effective December 1, 2024.
