Requires animal facilities to sterilize all dogs and cats over 3 months old before releasing them to new owners, with limited exceptions.

Allows temporary release of medically compromised animals under foster care agreements until they can safely undergo sterilization or two veterinarians certify they cannot recover enough to be sterilized safely.

Permits animal facilities to charge adoption fees covering sterilization costs, which becomes the responsibility of the person acquiring the animal.

Exempts privately owned animals claimed by their owners within 7 days of being taken into custody, and provides animal facilities liability protection for sterilizing unclaimed private animals after the 7-day period.

Establishes criminal penalties of $100 to $500 fines for violations by nongovernmental persons or entities, with the act effective July 1, 2024.
