Enacts "Walker's Law" to create the criminal offense of sexual extortion, defined as intentionally threatening to release, exhibit, or distribute a private image of another person via electronic or other means to compel them to perform acts or provide additional private images or anything of value.

Sexual extortion penalties: up to 5 years imprisonment for a first offense, up to 10 years for a second offense, and up to 20 years for a third or subsequent offense.

Creates aggravated sexual extortion offense with a maximum 20-year sentence when the victim is a minor or vulnerable person and the offender is an adult, or when the victim suffers great bodily injury or death proximately caused by the sexual extortion.

Allows youth court to order behavioral health counseling as a condition of sentencing for juveniles adjudicated under this act.

Establishes venue for prosecution in the county where the communication originated, was made, was received, or where any act in furtherance of the scheme occurred; takes effect July 1, 2024.
