Establishes the "Concealed-Carry License for Veterans Act" providing a reduced fee for eligible military veterans applying for concealed-carry licenses in Mississippi.

Sets the nonrefundable concealed-carry license fee for eligible veterans at $5.00, compared to the standard $80.00 fee, with renewal fees set at the standard rate under Section 45-9-101(12)(a).

Defines "veteran" as an individual who served in any active or reserve component of the U.S. Armed Forces and received an honorable discharge, excluding disabled veterans already exempt from fees.

Requires eligible veterans to provide proof of veteran status through a driver's license/ID card designation, valid DD-214 form showing honorable discharge, or certification from the Mississippi Veterans Affairs Board.

Effective July 1, 2024; requires the Department of Public Safety to promulgate rules and regulations to implement the act while ensuring veterans meet all other standard concealed-carry license qualifications.
