Amends Section 75-67-309 of the Mississippi Code to allow pawnbrokers to store purchased goods off-premises at secure, nonresidential locations with commissioner approval.

Authorizes the commissioner to establish rules, regulations, or orders creating a process for off-premises storage of certain purchased goods.

Maintains existing requirements for pawnbrokers to maintain transaction records on-premises and provide copies to law enforcement within 72 hours.

Preserves current 14-day on-premises retention requirement for pawnbrokers using electronic transaction reporting, or 21-day requirement for those not using electronic systems.

Takes effect July 1, 2024.
