Allows fugitives to appear before a justice court judge instead of a circuit court judge in counties where the circuit court judge appears less than four times per month.

Applies to bail determination and related proceedings under Mississippi's fugitive extradition law (Section 99-21-3).

Requires conforming amendment to Section 99-21-9 to specify that fugitives may appear before either circuit court or justice court depending on circumstances.

Takes effect July 1, 2024.
