Reconstitutes the Mississippi Charter School Authorizer Board with staggered member terms effective July 1, 2024, establishing initial terms of one to three years (depending on Supreme Court District and appointing authority) to minimize operational disruption, with subsequent terms of three years and a two consecutive term limit.

Authorizes the Charter School Authorizer Board to receive up to three percent (3%) of annual per-pupil allocations from state and local funds for each charter school it authorizes to cover oversight costs.

Allows the authorizer to grant charter renewal or shorten renewal terms based on the performance framework set forth in the charter contract rather than broader performance criteria.

Modifies charter school funding formulas by adjusting the calculation of pro rata local contributions to include the charter school's average daily membership for month one (1) reflecting students residing in the school district, and extends the payment deadline from January 16 to March 15.

Requires school districts to pay charter schools the balance owed from their own funds when Adequate Education Program transfers are insufficient, with the Charter School Authorizer Board receiving 3% of such payments.
