Allows pupils whose parent is transferred or pending transfer to a military installation within Mississippi on active military duty to comply with school district residency requirements.

Requires parents to provide proof of residence in the school district within 10 days after the published arrival date on official military documentation.

Permits parents to use temporary on-base billeting, purchased/leased homes, or federal government/public-private venture off-base military housing as proof of residence.

Amends Section 37-15-29 to authorize active duty military and civilian military personnel residing off-base to enroll their children in schools of choice within their resident district or adjacent districts, subject to 30-mile transportation limits.

School districts must accept electronic applications for enrollment, including specific school or program selection and course registration for military families.
