Establishes the "Mississippi Kratom Consumer Protection Act" to regulate the preparation, distribution, and sale of kratom products, with the Department of Revenue serving as the administering agency.

Prohibits processors and retailers from selling kratom products that are adulterated or contaminated with dangerous non-kratom substances, contain synthetic alkaloids, exceed 2% 7-hydroxymitragynine in alkaloid composition, or lack adequate labeling with recommended serving sizes.

Restricts distribution and sale of kratom products to individuals 21 years of age and older.

Establishes administrative fines up to $1,000 for first violations and up to $5,000 for subsequent violations; provides retailers a good faith defense if they relied on representations from manufacturers or distributors.

Takes effect July 1, 2024.
