Criminalizes discharge of a firearm within or into any municipality with criminal negligence as a felony punishable by up to $1,000 fine and/or up to 2 years imprisonment.

Allows courts to reduce felony conviction to misdemeanor or place defendant on probation if deemed unduly harsh, except for those with two or more prior felony convictions; misdemeanor penalties are up to $500 fine and/or 6 months in county jail.

Authorizes municipalities to impose a $10,000 civil penalty when a discharged bullet damages any building or structure affixed to real property.

Exempts firearm discharges under Section 97-3-15, on properly supervised ranges, lawful wildlife hunting, nuisance wildlife control by permit, with police chief special permit, by animal control officers, using blanks, more than one mile from occupied structures, and in self-defense against animal attacks.

Takes effect July 1, 2024.
