Defines a "habitual misdemeanor offender" as a defendant convicted of a specified misdemeanor who has four or more prior adult convictions for specified misdemeanor offenses committed within three years of the current offense, with each offense being separate and not part of the same criminal transaction.

Specifies that "specified misdemeanor offenses" include misdemeanors under various chapters of the Mississippi Code covering titles 97 and 41, including offenses related to crimes, drugs, gambling, and wildlife.

Elevates a habitual misdemeanor offender's current misdemeanor conviction to a felony conviction upon court finding.

Imposes imprisonment in the Department of Corrections for a term not exceeding two years for defendants found to be habitual misdemeanor offenders.

Takes effect July 1, 2024.
