Creates misdemeanor offense for parent, legal guardian, or custodian who willfully enrolls a child without establishing domicile in the state and district, punishable by fine up to $500 or imprisonment up to 30 days.

Requires the Department of Education to expel any child whose enrollment was the basis of a conviction under this section.

Mandates that the Department of Education, school districts, and school employees report any student enrolled in violation of this section to law enforcement.

Defines "domicile" as the place where a person physically resides with intention of remaining indefinitely or returning permanently when temporarily absent.

Effective July 1, 2024.
