Grants the Public Service Commission jurisdiction to investigate whether municipalities holding certificates to provide electric service beyond one mile outside their boundaries are providing reasonably adequate service.

Authorizes the Commission to cancel a municipality's certificate for service areas extending beyond municipal boundaries if the municipality fails to provide reasonably adequate service after a hearing and finding.

Extends the Commission's receivership authority under Section 77-3-22 to include municipally owned or operated electric utilities providing service greater than one mile outside municipal boundaries, alongside existing authority for private water and sewer systems.

Requires receivers appointed for municipally owned electric utilities extending beyond municipal boundaries to assume the municipality's responsibilities and obligations regarding any existing wholesale power contracts.

Takes effect upon passage.
