Reconstitutes the Mississippi Public Service Commission from an elected body to an appointed commission effective July 1, 2025, with three members appointed by the Governor with Senate consent for six-year terms.

Consolidates the Mississippi Public Utilities Staff into the Public Service Commission, creating four divisions: the executive secretary's office, Customer Complaint Division, Legal Division, and Division of Rates, Tariffs and Applications.

Establishes an Office of Consumer Advocate within the Attorney General's Office to represent residential utility consumer interests before the Public Service Commission.

Authorizes the Public Service Commission to require filing fees for renewable energy project reviews and retain collected funds for operational expenses.

Requires all Public Utilities Staff employees, equipment, funding, and resources to transfer to the Public Service Commission by July 1, 2025, with the executive director serving as chief administrative officer.
