Amends Section 39-5-3 of the Mississippi Code to change how vacancies are filled on the nine-member Board of Trustees for the Department of Archives and History.

Transfers appointing authority from the board itself to the Governor and Lieutenant Governor, who shall alternate making appointments to fill vacancies.

Governor makes the first appointment to any vacancy occurring after the effective date, with the Lieutenant Governor making the second appointment, continuing alternately for all subsequent trustee appointments.

Appointed members may be the board's recommended individual or another candidate selected by the appointing official, and must be submitted to the next session of the State Senate for confirmation.

Maintains the six-year term length for trustees and existing provisions regarding board meetings, quorum requirements, and trustee compensation.
