Increases death benefit payment from the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund from $100,000 to $150,000 for covered individuals who die in the line of duty from a covered cause of death.

Adds $25,000 per child benefit, with a maximum total payment of $250,000 under the death benefits program.

Authorizes funeral and burial expense payments up to $15,000 for covered individuals, which may be paid directly to the funeral home.

Establishes a minimum balance of $4,000,000 in the Death Benefits Trust Fund, with any excess funds transferred annually to a new Law Enforcement Officers and Fire Fighters Training and Equipment Trust Fund.

Creates the Law Enforcement Officers and Fire Fighters Training and Equipment Grant Program in the Department of Public Safety to award grants for enhanced training or safety equipment for covered individuals.
