Allows a board of supervisors to designate the county attorney to serve as a hearing officer in disputes regarding delinquent solid waste fees, as an alternative to designating a disinterested individual.

Requires boards of supervisors to provide notice of delinquency and afford an opportunity for a hearing with due process protections before notifying the tax collector of unpaid solid waste fees.

Maintains existing provisions allowing the tax collector to withhold motor vehicle road and bridge privilege licenses for persons delinquent in garbage fee payments until fees are paid.

Establishes that liens for unpaid garbage fees shall be recorded in the chancery clerk's office in a separate hard copy and/or digital format on or before January 1, 2024.

Allows appeals from board decisions regarding delinquent garbage fees to be taken as provided in Section 11-51-75.
