Reconstitutes the State Veterans Affairs Board effective July 1, 2024, with seven (7) members appointed by the Governor with Senate consent.

Changes board composition to include one (1) member from each current Congressional district and the remainder appointed from the state at large.

All members appointed after July 1, 2024, shall serve five (5) year terms; existing members continue serving according to their current terms.

Requires board members to be honorably discharged or released veterans of any war or police action involving U.S. Armed Forces.

Updates board bylaws to use gender-neutral language ("or her") when referring to the chairman or vice chairman's absence.
