Directs the Division of Medicaid to apply for federal waivers to provide Medicaid reimbursement for authorized services to prison inmates who are 100% Medicaid eligible during the 30 days prior to their release on parole.

Establishes "Special Care Facilities for Paroled Inmates" as licensed long-term care and skilled nursing facilities for medically frail paroled inmates, with up to three facilities allowed per State Supreme Court district.

Authorizes the Mississippi Department of Corrections to contract with licensed special care facilities to provide medical services and support services for medically frail inmates who have been paroled.

Allows the State Parole Board to grant medical parole to inmates determined to be "medically frail" and unable to perform daily living activities, with conditions including ineligibility for capital punishment offenders and criminal sex offenders.

Brings forward existing statutory provisions related to Medicaid, corrections, hospice licensing, institutional care standards, and certificates of need for possible amendment.
