SB 2531 - Walker Montgomery Protecting Children Online Act

• Requires digital service providers (social media platforms and similar services) to verify and register users' ages before creating accounts.

• Prohibits collection of minors' precise geolocation data, display of targeted advertisements containing harmful material to minors, and sharing/selling minors' personal information except for law enforcement, safety, or security purposes.

• Mandates digital service providers limit data collection from minors to information necessary to provide the service and restrict use of that data to its original purpose.

• Requires providers to develop and implement strategies preventing minors' exposure to harmful material and content promoting suicide, self-harm, substance abuse, bullying, exploitation, violence, and other illegal activities.

• Allows parents or guardians to seek declaratory judgments or injunctions for violations but prohibits class action lawsuits and makes violations subject to existing unfair trade practice laws.
