Prohibits knowingly using another individual's name, photograph, or likeness for commercial purposes (advertising, merchandise, fundraising) without prior consent; requires parental consent for minors and executor/heir consent for deceased individuals.

Creates criminal liability as a misdemeanor punishable by fine up to $10,000 and/or imprisonment up to 6 months for unauthorized use.

Authorizes courts to issue injunctions to prevent unauthorized use and to impound, confiscate, and destroy materials or equipment used in violation of publicity rights.

Allows individuals to recover actual damages plus profits from unauthorized use; members of armed forces entitled to triple damages plus attorney's fees.

Declares all property and instrumentalities used in unauthorized commercial use as contraband subject to state seizure and forfeiture; effective July 1, 2024.
