Transfers approval authority for leasing and selling 16th section school lands from county boards of supervisors to the Mississippi Secretary of State.

Replaces board of supervisors with Secretary of State in the appraisal process when disputes arise over rental value of 16th section lands, with the Secretary of State now appointing one appraiser in the three-appraiser appraisal system.

Updates references throughout Mississippi Code sections 29-3-1, 29-3-29, and 29-3-82 to substitute Secretary of State for boards of supervisors in lease approval and land sale certificate processes.

Requires lease agreements to be signed by the Secretary of State, president of the board of education, and Superintendent of Education instead of the board of supervisors president.

Takes effect July 1, 2024.
