Merges the State Board of Cosmetology and State Board of Barber Examiners into a single State Board of Cosmetology and Barbering, composed of seven members (three cosmetologists, three barbers, and the State Health Officer or designee).

Establishes an executive director position appointed by the board to oversee administration, with qualifications based on national best practices and full-time status.

Expands licensing and training requirements for barbers and cosmetologists, including apprenticeship program options (3,000 hours) as alternatives to school-based training (1,500 hours), and creates new Section 73-7-13.1 for barber licensing requirements.

Implements a tiered fine structure (Classes A, B, and C) for violations ranging from $50 to $1,000, with enhanced enforcement mechanisms including civil penalties and temporary license suspension without hearing in imminent danger cases.

Repeals all 23 sections of Chapter 73-5 (State Board of Barber Examiners) to consolidate barbering and cosmetology regulation under the merged board, effective July 1, 2024.
