Prohibits the State Personnel Board from processing personnel actions for non-compliant agencies absent emergency circumstances, effectively enforcing telework reporting requirements.

Mandates the State Personnel Board to promulgate binding rules for administration of telework policies across state service agencies.

Removes the previous July 1, 2025 repeal date, making telework reporting requirements permanent.
