Requires mail-in ballots to be received by the registrar no later than 7:00 p.m. on election day, replacing the previous standard of postmarking on or before election day and receipt within five business days after election.

Limits absentee ballot transmission to the United States Postal Service or common carriers such as United Parcel Service or FedEx Corporation.

Prohibits hand-delivery of ballots to or from voters and bans the use of drop boxes or other mechanisms to submit completed absentee ballots outside of mail or common carrier methods.

Requires the Resolution Board to announce the names, addresses, and precincts of absentee voters when examining ballots at the opening of polls.

Effective July 1, 2024, with a provision stating the act shall be repealed on June 30, 2024.
